REQUEST FOR QUALIFICATIONS (RFQ)
FOR CONSTRUCTION MANAGER AT RISK
CITY OF LONDON
POLICE FACILITY
August 2024
London, Ohio intends to employ a Construction Manager at Risk for the project consisting of a new Police Facility. Firms interested in being considered for a contract to provide the required services should reply with a Statement of Qualifications.

1. Project Description
City of London Police Facility
Review Concept Design Drawings
Main building 18,160 SF including covered carport and garage spaces.
Separate 2,800 sf free-standing covered carport with garage space.
Total Estimated Cost of Construction including CMr costs is $7,500,000
2. Project Schedule
Schedule may be revised based on CMr input.
Schematic Design 4 months November 2024 - February 2025
Construction Documents 5 months March – July 2025
Permitting & Bidding 3 months August – October 2025
Construction 11 months January 2026 – October 2026
3. Scope of Services
The purpose of this solicitation is to hire an experienced Construction Management firm to provide full CM at Risk services including pre-construction estimating, constructability review, staging and sequencing analysis, scope definition and bid package strategies, bidding, construction administration, scheduling, construction phase oversight and close out services. The Construction Manager will hold all construction contracts/subcontracts. The Architect for the Project is Horne & King Architects. The Architect and Engineers will be involved during all phases.
4. Submittal Requirements
Statement of Qualifications will be accepted until 3:30 pm, local time, Thursday, September 12th, 2024.

5. Evaluation Process
London will evaluate and rank the Statement of Qualifications pursuant to Ohio Administrative Code 153: 1-6-01. London will establish a shortlist of firms that will be invited to provide a Pricing and Technical Proposal and participate in a formal interview. All firms will be notified of their standing immediately after the shortlist is created.
A short list will be announced Thursday, September 19th, 2024.
Pricing and Technical Proposal will be due Thursday, September 26th, 2024.
Interviews will be conducted beginning Monday, September 30th, 2024.

6. Qualification Criteria
A. COMPETENCE:
1. Provide information regarding firm’s competence to perform the required management services as indicated by the technical training, education, and experience of the construction manager at risks personnel.
2. Provide resumes of employees who would be assigned to perform the services.
B. WORKLOAD:
1. Describe ability in terms of workload and the availability of qualified personnel, equipment, and facilities to perform the required management services competently and expeditiously.
C. PAST PERFORMANCE:
1. Provide information regarding past performance as reflected by the evaluation of previous clients with respect to factors such as control of costs, quality of work, dispute resolution, administration of subcontractors, and meeting of deadlines.
2. Provide information regarding experience working on similar types of projects, specifically in or near London, police facilities, and storm shelters.
D. FINANCIAL RESPONSIBILITY:
1. Provide information regarding firm’s financial responsibility including evidence of the capability to provide a surety bond in accordance with paragraph (A) of rule 153:1-4-02 of the Administrative Code.
